Sounds like the weather system in DC during the summer? As it gets hotter, more humid, and less windy, it gets to code Orange or Red and when it gets like that busses are free! And past red is...also purple. It sounds horrifying here but worse when in terms of dust!

It is exactly like D.C.! The reason is that this site is a U.S. Army monitoring site, and is intended for use by army personnel to decide how much outdoor training is safe. This is the same system I remember them using when I worked for the Navy, too. I think after purple may come black - I remember the term "black flag" days for days when nobody did any PT at all. But that term may be Navy-specific.
